Afghans unable to vote in the October 20 parliamentary elections, after hundreds of polling stations failed to open, were given another chance to cast their ballot on October 21 despite security threats and warnings of fraud. Voters waited for hours to cast their ballots. Observers said that many polling stations lacked staff and portable biometric voter identification machines used in Afghan elections for the first time.
