Arrested Belarusian Presidential Candidate Releases Prerecorded Video

After the arrest of Belarusian presidential candidate Viktar Babaryka, his campaign released a video he had prerecorded in case he were to be detained. In it he suggests that even if authoritarian President Alyaksandr Lukashenka wins a sixth presidential term in the August election, Belarus will have a new constitution with term limits by the end of the year.
