Indian officials said the killings on July 18 happened when border guards opened fire on villagers protesting the alleged desecration of the Koran by soldiers.
Protesters said four members of the Border Security Force had desecrated the Muslim holy book and beaten students while looking for militants inside an Islamic school on July 17.
Kashmir's state Interior Minister Sajjad Kitchlo said that the incident happened in the Gool area, about 200 kilometers from the regional capital, Srinagar.
New Delhi has faced opposition to its rule in Kashmir for decades.
The Muslim-majority Himalayan region is divided between India and Pakistan, who have fought two wars over it.
A Muslim separatist insurgency in the region has declined in recent years.
