Iraq's Parliament Approves $400 Million Payment To Americans

Iraqi lawmakers have approved a $400 million settlement to U.S. nationals who said they were abused by Saddam Hussein's regime during the 1990-1991 Gulf War.

A total of 226 lawmakers were in the Council of Representatives' main chamber, with a majority approving the agreement.

MPs loyal to anti-American cleric Muqtada al-Sadr walked out of parliament when the issue was put to a vote.

Prime Minister Nuri al-Maliki's Cabinet approved the compensation plan in September after Baghdad and Washington reached an agreement to end years of legal battles by Americans who said they were tortured or used as human shields to deter coalition attacks during Saddam's 1990 invasion of neighboring Kuwait.
