More than 20 people were arrested in the Armenian capital, Yerevan, as protesters attempted to block a government building on April 19. They were trying to prevent Serzh Sarkisian from chairing his first cabinet meeting as prime minister. Protesters erupted six days earlier as changes were made to Armenia's constitution to allow longtime former President Sarkisian to become prime minister.
