Initial reports said the bus's driver may have fallen asleep at the wheel.
Road fatalities are a widespread problem in Pakistan, with accidents blamed on poor roads, badly maintained vehicles, and reckless driving.
At least 62 people were killed in another fiery crash in 2015 that involved a passenger bus and an oil tanker in a southern district.
