Putin Calls For Binding Emissions Targets

Russian President Vladimir Putin has told the Paris climate conference that a new agreement on combating global warming must include binding targets for reducing emissions. Binding targets are also supported by the European Union and many developing countries, but are opposed by the United States. (Reuters)
