Iranian President Hassan Rohani has blamed the rise of extremism on "certain states" and their intelligence agencies. Speaking to the UN General Assembly in New York, Rohani said that "certain intelligence agencies have put blades in the hands of madmen." The comments came days after a U.S.-led international aerial campaign against the Islamic State (IS) Sunni extremist group extended strikes in Iraq to Syria. (Reuters)
