A Russian aid convoy left the southwestern Russian city of Voronezh headed toward the Ukrainian border early on August 14, despite warnings that the convoy might not be allowed across the border. Ukrainian Prime Minister Arseniy Yatsenyuk on August 13 denounced the aid delivery as Russian "cynicism" and said Ukraine would accept humanitarian aid only from the International Committee of the Red Cross (ICRC).
