U.S. President Donald Trump named Russia and China as major rivals on the world stage, but said he would seek cooperation with those countries when it fit the U.S. national interest. In a speech laying out his administration's national security strategy on December 18, Trump said the CIA's help in recently thwarting a planned attack on the Russian city of St. Petersburg was an example of such cooperation.
