Congresswoman Kaptur Says Sanctions Against Russia Will Work

The chairwoman of the U.S. Congressional Ukrainian Caucus, Representative Marcy Kaptur, says continued targeted sanctions against the Russian elite will prove effective in making Moscow change its Ukraine policy.
