Putin Welcomes Minsk Deal

Russian President Vladimir Putin said it was a ''good morning'' after all-night talks with Ukrainian, French and German leaders on defusing the conflict in eastern Ukraine. Putin said a lot had been agreed, including a cease-fire, withdrawal of heavy weapons, and special status for parts of eastern Ukraine. Western and the Ukrainian governments accuse Russia of supplying troops, tanks and other support to separatists, which Russia denies. (Reuters)
