A funeral for victims of the recent mine disaster (epa) March 26, 2007 -- A Russian government safety agency says it has found "the most flagrant" violations of safety rules at a Siberian coal mine where an explosion last week killed 108 people.

Rostekhnadzor said in a statement today its conclusion was based on a preliminary investigation into the accident at the mine in the Kemerovo region

The agency said it would carry out immediate inspections to check all Russian coal-producing companies' compliance with safety requirements.
