Armenia/Azerbaijan: OSCE Offers Plan To Settle Karabakh Conflict


Yerevan, 14 July 1997 (RFE/RL) -- Armenian President Levon Ter-Petrossian says the OSCE Minsk group co-chairmen have offered a compromise plan for the settlement of the Nagorno-Karabakh conflict.

Addressing the ninth congress of the Armenian ruling party, he said the plan is secret. He added the purpose of secrecy of the Minsk group plan is to protect it from propaganda assaults from the forces hostile to the peace deal.

The Armenian president said that the plan will be made public after agreement is reached between the conflicting parties. He added that before signing any treaty, the peoples of Armenia, Karabakh and Azerbaijan will have a chance to express their opinion on the peace plan.

Ter-Petrossian said that Armenia will never sign the document without having Nagorno-Karabakh's signature on it.

The President also criticized the opposition for trying to de-stabilize the country and claimed that unidentified foreign forces are supporting the efforts by the opposition.
