Yugoslavia: More Russian Troops Fly To Kosovo

Pristina, 7 July 1999 (RFE/RL) - Russian news agencies report that another Russian transport plane carrying troops and equipment today left a military base near Moscow on a flight to Kosovo. The U.S. Defense Department says Russian troops in Kosovo will be under the "tactical control" of NATO commanders but may refuse orders that run counter to Moscow's policies. Pentagon spokesman Kenneth Bacon said yesterday in Washington that Russian forces would take orders from British KFOR commander General Michael Jackson on matters such as on where they will patrol and tasks they will carry out. But he said the Russian forces may refuse a NATO order if Moscow disagrees with it as a matter of national policy. Bacon said this arrangement is no different than those of the other national forces taking part in the KFOR peacekeeping operation.
