PYATIGORSK, Russia -- A criminal case has been opened against the head of the Stavropol region's Interior Ministry (OVD) for negligence in connection to an explosion outside a cafe last month, RFE/RL's Russian Service reports.

Yekaterina Danilova, the chief of Stavropol's investigation unit, says Pyatigorsk OVD chief Saveliya Airapidi is being investigated for not instituting correct safety measures while traffic and parking were suspended on Pyatigorsk's main street, Kirov Boulevard, in June and July.

On August 17, an illegally parked car blew up outside a central cafe on Kirov Boulevard. More than 30 people were injured.

If found guilty, Airapidi could be jailed for up to five years and banned from working for the state for three years.
