Ukraine Concerned By Russian Plan To Enlarge Black Sea Fleet

KYIV -- A Ukrainian Foreign Ministry official says he is concerned with Russian plans to base a submarine at the Sevastopol naval base this year.

Leonid Osavolyuk, the director of the Foreign Ministry's First Territorial Department, told journalists that Russia cannot enlarge its Black Sea Fleet without Kyiv's approval.

Osavolyuk said Russian plans to make major changes to its Black Sea Fleet could only occur after amending the Ukrainian-Russian agreement on the Russian fleet's use of Ukrainian territory and a separate pact on agreed changes is signed.

Russia's Black Sea Fleet remained on Ukrainian territory in Crimea after the Soviet Union collapsed in 1991.
