Russian Foreign Minister Sergei Lavrov says Kyiv's offer of dialogue with pro-Russia separatists in eastern Ukraine is "a step in the right direction, albeit very belated."

Lavrov, speaking on a visit to Beijing on April 15, said it is "unacceptable" to use force to resolve the crisis in eastern Ukraine, where separatists have seized government buildings in at least 10 towns.

Meanwhile, Ukraine's acting President Oleksandr Turchynov said security forces overnight on April 15 launched an "antiterrorist operation" in Donetsk region.

Turchynov accused Russia of harboring "brutal plans" to destabilize Ukraine's southeast.

U.S. President Barack Obama, in a telephone conversation on April 14, urged Russian President Vladimir Putin to use his influence to make separatists in eastern Ukraine stand down.

Russia denies any involvement in the unrest.
