Russia's Emergency Situations Ministry says 14 workers were killed when a building in the Moscow region caught fire.
One person was hospitalized with injuries.
Ministry officials said on September 11 all the victims were thought to be Vietnamese migrant workers.
Reports said the three-story building in the town of Yegoryevsk, about 100 kilometers southeast of Moscow, was a former factory where the migrant workers were manufacturing clothes.
Migrant workers in Russia often work illegally in squalid conditions.
The local administration says immigration officers and police in Yegoryevsk raided a covert factory making children's clothing in early August, finding 150 Vietnamese migrants.
