The "Kyiv Post" is reporting that Russia has transferred signal technicians to its border with Ukraine, close to an area where pro-Russian separatists have set up roadblocks and established their own border crossings. The specialists' main role is in reportedly in ground reconnaissance from the air using drones.

According to a Russian Foreign Ministry statement posted today:

Russian Foreign Minister Sergei Lavrov told German Foreign Minister Frank-Walter Steinmeier in a telephone discussion today that "Kyiv must stop using armed forces against protesters," in compliance with the Geneva agreements reached in April.

Lavrov also called for an open investigation into the "massacre in Odesa" and other "violence against civilians."
