Stephen Hadley said on a U.S. radio program that Iraqi authorities are starting to make the tough decisions needed to halt rising sectarian violence, but that they must do more.

In Baghdad on October 24, the U.S. ambassador to Iraq, Zalmay Khalilzad, said he expects Iraqi leaders to make "significant progress" in the next year toward achieving their key political and security goals.
