He is accused of tax evasion and other illegal activities.
A court spokeswoman said Gutseriyev's whereabouts are unknown.
Gutseriyev -- whose personal wealth has been estimated at $3 billion -- accused the Russian government of "unprecedented bullying" when Russneft received back-tax demands totaling $800 million.
He resigned from the company at the end of July.
