Tehran, 22 May 1997 (RFE/RL) - UN special envoy to Tajikistan Gerd Merrem today handed representatives of the Tajik government and United Tajik Opposition (UTO) a UN proposal for consolidating peace and integrating opposition members into the government.
The proposal calls for 30 percent of the seats in the government to be given over to opposition representatives, the reform of the power ministries, and also contains undisclosed plans for the disarmament of opposition fighters.
The proposal also asks the governments of Iran, Kazakstan, Kyrgyzstan, Pakistan, Russia, Turkey and Uzbekistan to act as guarantors of peace in Tajikistan during the transition period.
