Shaimiev On Appointment Of Prosecutor's Office Reps
Tatarstan's president, Mintimer Shaimiev, said on 26 May that there is nothing unexpected in the fact that representatives from the General Prosecutor's Office will be appointed in federal districts. He said the measure will lead to a redistribution of power, and the representatives are charged with ensuring that the federal state bodies in the regions, among them public prosecutors, police, and tax agencies. The institution of district public prosecutors is not regulated by any laws and needs to be legalized. He said the sphere of activities for public prosecutors might be increased and it will be necessary to change existing legislation. Commenting on an opinion often expressed by observers that representatives of the General Prosecutor's Office in the districts will "fight local mafia," Shaimiev said that it is necessary to fight any mafia. He said "I am in favor of this, and there will be enough work in this direction for all bodies, both local and central."

Tatarstan Prosecutor Does Not Think Republican Prosecutor's Office Will Be Abolished
Tatarstan's public prosecutor, Saifikhan Nafiev, said on 26 May that it is unrealistic for Tatarstan's republican public prosecutor's office as well as similar bodies in other Russian territorial entities, to be closed. Nafiev made his comments in an interview with the daily "Vechernyaya Kazan." He said he is not able to imagine how the creation of district prosecutor's offices--as announced on 24 May by Russian Prosecutor-General Vladimir Ustinov--will affect the activities of the republican Prosecutor's Office since no decrees or instructions on the issue have yet been received.

Islamic Conference To Be Held In Kazan
A conference by the scientific-research Center for Islamic History, Art, and Culture of the Islamic Conference Organization will be held in Kazan in June 2001, Tatar-inform reported on 26 May. Tatar President Mintimer Shaimiev and the General-Director of the center, Ekmeleddin Ikhsanoglu, made the decision in a meeting held in Kazan. Shaimiev said he hopes the meeting will become the start for broad dialogue with the Islamic Conference Organization. Ikhsanoglu thanked Shaimiev for his readiness to hold the next conference in Tatarstan. He said the Islamic Conference is the world's second largest organization after the UN, and includes 56 countries as members. He said similar conferences have been held before in Pakistan, Senegal, Azerbaijan, Turkey, and Bulgaria.

Number Of Insolvent Banks Reduced
Officials from Tatarstan's National Bank told Tatar-inform on 26 May that Tatarstan has the third highest number of banks among all the Russian regions. The news agency reported that there are currently five banks in the republic that have an initializing capital of more than 100 million rubles. Tatarstan's largest, Aq Bars Bank, has some 2 billion rubles of capital. The joint capital of Tatarstan's bank system totals 4.2 billion rubles. The number of banks unable to cover their debts has been reduced thus far in 2000 from nine to seven banks. Deposits by residents of Tatarstan into republican banks are increasing but still only about 80 percent of what they were before the Russian economic crisis of 1998.
