RFE/RL's Russian Service quotes pro-Russian rebel leader Aleksandr Zaharchenko as saying the separatist "People's Republic of Donetsk" is prepared to hand over captive Ukrainian soldiers in exchange for separatists held by Ukrainian authorities.
