Uzbek President Islam Karimov has gone off script once again -- this time telling officials about the impossibility of restricting the Internet despite the country’s frequent censorship practices. Uzbekistan has been called an “enemy of the Internet” by Reporters Without Borders and ranks 166/180 countries in the 2015 World Press Freedom Index.
