Afghanistan/U.S.: The top U.S. military officer Martin Dempsey visits Afghanistan to hold meetings with U.S.-led coalition and Afghan officers.
Georgia/OSCE: The delegation of the Parliamentary Assembly of the OSCE, led by Riccardo Migliori, visits Georgia (to August 22).
Russia/Finland: Russian Foreign Minister Sergei Lavrov visits Helsinki.
Ukraine: Russian Defense Minister Anatoly Serdyukov visits Kyiv.
TUESDAY, August 21:
Balkans: The war crimes trial of former Bosnian Serb army leader Ratko Mladic resumes at the International Criminal Tribunal for the former Yugoslavia in The Hague, Netherlands.
Balkans: Closing arguments to be made in the case of Bosnian Serb ex-general Zdravko Tolimir, who commanded Ratko Mladic’s army in the Bosnian war.
Belarus: A technical group of the Office for Democratic Institutions and Human Rights of the Organization for Security and Cooperation in Europe (OSCE/ODIHR) is scheduled to arrive in Minsk.
Kazakhstan/Kyrgyzstan: Kazakh President Nursultan Nazarbaev pays a state visit to Bishkek, attends the Turkish Speaking States Cooperation Council (to August 23).
Russia/Syria: Russian Foreign Minister Sergei Lavrov plans to meet members of a Syrian delegation headed by Deputy Prime Minister for Economic Affairs Kadri Jamil.

Armenia/Iran: The two countries begin the construction of Meghri hydroelectric power plant over the Aras River, which forms the common border between the countries.
Azerbaijan/Kyrgyzstan: Azerbaijani President Ilham Aliyev visits Bishkek to attend the Turkish Speaking States Cooperation Council meeting (to August 23).
Kyrgyzstan: Bishkek hosts the meeting of the Turkish Speaking States Cooperation Council (to August 23).
Moldova/Germany: German Chancellor Angela Merkel pays an official state visit to Chisinau, which makes her the first German Chancellor to visit the country since it gained independence in 1991.
Russia/WTO: Russia joins the World Trade Organization as its 156th member.
