But the OSCE observers said noted shortcomings during campaigning including the blurring of state and party activities, biased media coverage in favor of the ruling party, and reports of voter intimidation.
The ruling conservative VMRO-DMPNE won both votes held on April 27.
The state electoral commission said that VMRO-DPMNE has won 61 seats in the 123-seat parliament. The ethnic Albanian DUI, the VMRO-DPMNE's coalition partner, will have 19 seats, giving them a comfortable majority.
The opposition Social Democrats (SDSM) will have 34 deputies.
Incumbent Gjorge Ivanov of the VMRO-DPMNE beat his Social Democrat rival to win another five-year term.
The SDSM has said the election was neither fair nor democratic and it will not accept its result.
