Sudan’s ruling military has concluded a review of an agreement with Russia to build a navy base on the Red Sea, two Sudanese officials said on February 11. They said the deal was awaiting the formation of a civilian government to be ratified. They added that Moscow had met Sudan’s most recent demands, including providing more weapons and equipment. “The deal is OK from the military side,” one official said.
