Radio Free Europe/Radio Liberty (RFE/RL) is seeking a Finance & Operations Specialist to support our Vilnius office. This key role combines financial administration, office management, and HR support, ensuring reliable operational foundations for our journalistic mission.

Reporting to the Prague‑based Regional Finance & Operations Manager and maintaining a dotted line to the Head of Office, you will help ensure efficient bureau operations, compliance with local legislation, and strong support for our staff.

WHAT DOES THE ROLE ENTAIL?

You will be responsible for the efficient running of bureau finances, including cooperation with external accounting and payroll agency, as well as supporting HR and Legal processes and keeping the office running smoothly.

PRIMARY RESPONSIBILITIES:

Finance & Operations

  • Manage day-to-day bureau finances (bank and cash), including payroll review and oversight of accounting services provided by an external agency.
  • Ensure timely payments, accurate financial records, and compliance with local laws and RFE/RL policies
  • Collaborate with external payroll/accounting providers and HQ finance teams.
  • Manage vendors, purchasing, and office equipment inventory.

HR & People Support

  • Support recruitment, onboarding, and contract administration
  • Maintain accurate attendance and personnel records and submit them to the accounting agency for monthly payroll processing.
  • Coordinate staff training and foster a positive, professional office environment

Legal & Compliance

  • Monitor local legislation and keep management informed of relevant changes
  • Liaise with authorities, legal advisors, landlords, and service providers
  • Ensure contracts and spending follow RFE/RL and US grantee requirements‑grantee requirements

Office & Bureau Support

THE SUCESFULL CANDIDATE WILL HAVE:

  • At least 2 years of experience in a similar role.
  • Efficiency with MS Office suite (Excel, Word, Power Point) and ability to pick up new systems easily
  • Working knowledge of English language (intermediate level as a minimum), good knowledge of Russian language, fluency in Lithuanian language
  • Strong attention to detail and organization skills
  • Ability to manage multiple projects, prioritize workload, and pivot quickly based on changing priorities
  • Excellent teamwork skills
