U.S. Secretary of State Condoleezza Rice (epa) May 11, 2007 -- U.S. Secretary of State Condoleezza Rice has said she is "troubled" by the "concentration of power" in the Kremlin.

Speaking before a Senate committee on May 10 ahead of a visit to Moscow next week, Rice said today that U.S.-Russia relations are in a "difficult period."

The United States is at odds with Russia over a number of issues, including U.S. plans for a European-based missile-defense system, the future of Kosovo, and human rights.
