In approving the money, however, the Senate has put restrictions on how the administration of President George W. Bush might spend it.
The Senate decided to give the White House discretion over just $2.5 billion of the fund instead the entire amount, as Bush officials originally requested.
The funding -- part of an expected 2005 U.S. defense budget of more than $400 billion -- must still be approved by the House of Representatives and signed into law by President Bush.
