Russia's Interior Ministry has outlined a bill that would oblige foreigners visiting the country to sign what it called a "loyalty agreement," the state news agency TASS said on November 29, adding that it has the draft bill in its possession. According to the document, TASS said, the agreement would not allow foreigners to "discredit" Russian policies, "distort" the contribution of the Soviet people to the defeat of Nazi Germany in 1945, and deny "traditional values," the latter targeting "LGBT relations."
